The arrival of Commodore Matthew C. Perry's "black ships" in Tokyo Bay in 1853 helped persuade the Japanese to negotiate a treaty. Perry had more firepower than all the coastal artillery defending Tokyo Bay utilizing "Gunship Diplomacy."
